| Abstract: | The emancipation of rnind and the dashing innovation in the guidance of Deng Xiaoping's theory have enabled the hi-tech industry to be developed in Suzhou New District .which shows that innovation is the original drive for economic development and social advancement. The innovating consciousness is the soul,technical innovation - the basis, systern innovation - the guarantee, environmental innovation-the prerequisite, and innovating talents-the crux. |
