建筑工程质量安全成本价格及合理低价投标报价确定的研究

建设工程质量安全成本价格,是国家和当地行政主管部门,参照当地建筑材料市场价格,是完成工程实体的平均价格,也是保证建设工程质量安全的最低投入成本价格.对建筑市场保证工程质量,防止恶意竞争,保障业主切身利益,抵制腐败行为,堵塞商业贿赂的漏洞具有重要意义.合理低价投标报价是保证工程顺利实施的最低报价,合理低价不应低于投标人的个别成本价,由建设行政主管部门定期或不定期发布质量安全成本价格,以此作为"不低于成本"的标准.本文就建设工程质量安全成本价格及如何合理低价投标报价进行分析,对确定工程成本价格及低价投标报价具有指导意义.

On the Cost Price of Safety of Constructional Engineering Quality and the Determination of the Reasonable Low Bid Price Quotation

The cost price of safety is the average price which is used by national and local administrative sections to complete engineering entity according to the market price of building materials in the local places,it is also the minimum cost price to guarantee the quality and safety of construction projects.It is of importance keep the guarantee of construction projects,the prevention of malicious competition,the guarantee of owners’ interests,the resistance of malversation,the blocking of commercial bribery vulnerabilities.A reasonable low bid price is the scientific and reasonable price to ensure smooth implement of projects,a rational low bid price should be no lower than bidders’ individual cost price,the constructional administration section should issue the cost price of quality safety regularly or irregularly so as to settle the standard of "no less than the cost".This paper analyzed the safety cost price of constructional engineering quality and how to rationally bid the price.The analysis served as a guidance in determining constructional engineering cost pirce and low bid price quotation.
