| 摘 要： | 食品安全是社会公共安全的重要部分.它既具有经济属性,又具有公共属性.强化政府主导下的市场监管成为食品安全的重要保障.监管职能的分散、监管职责的不明晰,容易产生食品安全市场监管领域的"反公用地悲剧";同时政府作为监管主体,具有"经济人"特性,必然出现政府监管失灵、低效问题,导致政府供给公共产品的社会成本增加.治理食品安全市场监管的失灵,需要整合各种监管资源和力量,培育和支持第三部门参与,加大食品违法成本;同时,建立消费者监管的利益驱动机制,提高消费者监管的动力.
