| 摘 要： | 文章阐述了家庭经济困难学生国家助学金资助的公开、公平、公正、助困与教育原则,提出了实现该原则的四个意见和措施：广泛开展国家助学金政策的宣传工作;广泛开展大学生诚信教育工作;切实做好家庭经济困难学生的认定工作;切实做好国家助学金的评定工作。

| Abstract: | The five principles of publicity, equality, justice, poverty aiding and education are put forward in the thesis. Also, four pieces of suggestions are illustrated: the dissemination of national grants policies, the education in honesty, the confirming of financial condition of poor students' families and the assessing of national grants. |
