摘    要:本文首先界定了领军人才的内涵,分析了领军人才安全问题产生的原因。接着分析了领军人才的保持过程,提出了实现领军人才有效保持的途径。最后,从领军人才的感知效用提升、转移成本提升以及制度保障三个方面提出了解决人才安全问题的对策。

Abstract:First, this paper defines the concept of Leading Talent and analyzes the cause of the security problem of Leading Talent. Second, it analyzes the retaining procedure of Leading Talent and discovers the way to retain the Leading Talent effectively. Finally, it proposes the strategies to solve the security problem of Leading Talent from three aspects: the increase of perceived utility of Leading Talent, the increase of switching costs of Leading Talent, and the regulation guarantee.
