| 摘 要： | 劳尔2008年主政古巴以来，开启了古巴改革的新进程。劳尔政府把“捍卫与完善社会主义”“公平与效率”“经济建设与社会建设两手抓”作为改革的价值导向，用以指导改革，引领改革进程，确保改革的顺利推进。

| Abstract: | Becoming Cuba’s supreme leader since 2008,Raul opened a new process of reform in Cu-ba. The Cuban government takes“defend and improve the socialist”,“equality and efficiency”,“economic construction and social construction coordinated development”as the value-oriented direc-tion of reforms to guide reforms and to lead the process of reforms in order to ensure the smooth imple-mentation of reforms. |
