摘    要:运用定性研究的方法,对制度如何影响流动儿童教育进行分析。从静的角度来看,制度分别从资格获取、教育资源、学习参与和发展机会等4个层面对流动儿童构成排斥;从动的角度来看,制度和政策的运作不仅给流动儿童教育带来体制性排斥,还存在因规则不完善而带来的规范性排斥,还有相关政策在执行过程中变形而带来的执行性排斥。静态的四方面排斥与动态的三方面排斥彼此交织,构成了流动儿童教育制度排斥的网络。

Institutional Exclusion and Education of Migrant Children:An Analysis Based on Empirical Investigation
Abstract:By using qualitative research method,the research focused on how institution influences the education of migrant children.This paper discovered that from the static point of view,institution can exclude the education of migrant children from four levels:qualification acquisition,education re-sources,learning participation and opportunities for development.And from the dynamic point of view,the operation of institution and policy not only brings the institutional exclusion to migrant chil-dren,but also makes the normative exclusion which is related to the imperfect rules and also the exec-utive exclusion resulted from the deformation of implementation.All these exclusion forms are inter-twined and constituted an exclusion network for the education for migrant children.
