公共性视角下的公共物品供给主体之辨——多元化的困境分析

制度分析学派所倡导的公共服务多中心供给理论强调通过将公共物品的政府供给、市场供给和志愿供给三种方式相结合,以实现对公众需求的有效回应.此理论在新公共管理运动的实践中取得了一定的成效,但也遭遇到了一定的困境.文章以公共性为视角,将公共物品不同供给主体的特点予以分析比较,并在此基础上结合现实探究了多中心供给理论及实践的困境成因,并论证了政府的职能发挥是多中心供给在实践中取得成效和保证其公共性的重要前提.

Analysis on Subjects which Are Responsible of Public Goods Supply from View of Public Character

The theories of institution analysis which prefer supply by multi-centre in public service emphasize the combination of government,market and non-profited organizations.The theories contributed a little to meet the demand of public.Practically,with the effectiveness appeared,the theories are also confronted difficult.From the view of public character and according to practical analysis to the three methods,this article analyzed the reasons of difficult appearing through comparing the three kinds of methods.At last,the article also illustrated the importance of government for effective supply of public goods by multi-centre and necessity of public character maintain.
