| 摘 要： | 以促进农业稳定发展为目的,研究了农村改革发展需要解决的关键性问题.首先提出了坚持农村基本经营制度是推进农村改革发展的保障,重点指出强化土地承包经营权是推进农村改革发展的关键.最后就推进农村土地承包经营权流转从完善联产承包责任制、推动经营权合理流转、改善农业生产条件三方面提出了对策. |
