新时期行政管理体制改革问题分析

行政管理体制作为上层建筑,其创建、调整及改革的动力在不同时期有着不同的表现。当前地方政府对区域经济一体化潜在经济社会利益的诉求是推动行政管理体制改革的重要动力,但对具体实施路径的分析却存在较大差异。在梳理既有文献的基础上,提出区域协调发展的策略和路径,并指出其中的关键问题。在上述分析框架的基础上,提出梳理既有法律法规体系、构建区域共同市场规则等对策性建议。

Analysis of administrative system reform issues in new period:based on perspective of interaction with regional economic integration

The administrative system as a superstructure, its creation, adjustment and reform have different performance in different periods. The current pursuance of potential economic and social benefits of regional economic integration by the local governments is an important driving force of promoting the reform of administrative system, but the interpretation of the concrete implementation paths is different. Based on the review of the existing literature, the strategies and paths of regional coordinated development are proposed, and the key problems of which are pointed out. On the basis of the above analysis frame, several suggestions of countermeasures are given such as reviewing the existing laws and regulations system, establishing the rules of regional common market, etc.
