对调整收入分配关系问题的思考

改革开放以来,我国社会收入分配差距越拉越大。垄断收入、腐败等非法收入、公共政策因素、发展不平衡、分配方式多元化是导致收入分配差距拉大的主要原因。今后调整收入分配关系的基本取向应是限制过高收入,重点是限制垄断收入、打击腐败等非法收入;扩大中等收入者阶层,重点是让知识分子、专业技术人员、公务员等整体进入中等收入行列;努力保障并适当提高低收入群体的收入水平,重点是农民和城镇下岗职工。在此基础上,努力构建橄榄型的社会结构。

Reflections on the Issue of Adjustment of Income Distribution

The income gap in China has been widening since the reform and opening-up to the outside world.The main causes leading to the income gap consist of illegal income from monopoly and corruption,factors of public policy,imbalanced development,and diversity of distribution.Henceforth,the directions of income and distribution adjustment should be: restriction of over-high income,especially in restriction of monopoly income and the fight against corruption;expansion of middle class,with the key points to enable intellectuals,technicians,and civil servants to become members of the middle class;devotions to guarantee and increase appropriately the income of low-income groups,especially farmers and laid-off workers in cities.Based on these conditions,work hard to construct an olive shape social structure.
