| 摘 要： | ＂一把手＂用人权的监督问题是党的干部工作中的一个薄弱环节,也是一个公认的难题。充分认识和深入探讨对＂一把手＂用人权监督的必要性,对新时期＂一把手＂用人权监督的难点及其原因进行分析,制定切实可行的加强＂一把手＂用人权的监督制约机制,才能更好地发挥＂一把手＂用人权监督在加强党的建设中的重要作用。

| Abstract: | This paper attempts a thorough understanding and discussion of the supervision of chief leader＇s appointment power which has been a weak link or a recognized problem of the Party＇s cadre system. The reason underhying the difficulty of the supervision in the new period has been analysed and feasible restricting mechanism to strengthen the supervision proposed so as to guarantee its role in the Party＇s construction. |
