广西特色经济发展与白糖产业政策研究

本文认为,广西过去的白糖产业政策更多的是从白糖的农产品属性和商品属性来理解和制定的。而白糖期货作为白糖现货的衍生工具,一方面其价格发现功能对于提高政府产业政策的前瞻性、有效性具有现实意义;另一方面其风险管理功能可以帮助白糖产业投资主体拓展避险和创造价值的新途径。因此,广西的白糖产业政策必须进行重新定位:只有兼及金融衍生品这一新的视角来认识白糖产业、制定相关的产业政策,才能为关系"省"计民生的白糖产业寻找到新的发展空间。
