论经济政策与军事政策的一体性——由重商主义的发展政策引出的话题

重商主义时期,西欧国家征战频繁。政府发展经济的首要目标是赚取足够的金钱来支撑军队,从而保障国家权力,加大领土扩张,反过来再扩展经济贸易,最终取得更多收入。这就要求国家在宏观上把富国战略与强国战略统一起来。在这种时代背景与战略要求下,一些西欧国家采取了经济与军事的一体性政策,在发展经济的同时也考虑了军事方面的需要,达到经济发展和军事壮大两方面的目标。英国、法国等成功重商主义国家最初都灵活的运用此类政策,打下了良好的发展基础,后来才走上了富强之路。通过研究重商主义国家经济政策,寻找隐含在其中的军事目的,从而阐述和论证经济政策和军事政策的一体性。

Integration of Economic Strategy and Military Strategy——A Topic Led by the Developing Policies of Mercantilist Countries

In Mercantilism period,there were frequent expeditionary wars among Western European countries.The first aim for which the government developed economy was to earn enough money to support the army,so that they could protect their sovereign rights and strengthen their territorial expansion as well as the trade expansion,thus getting more money.Those goals required countries to unify the rich strategy and the powerful strategy.Under this historical background and strategic requirements,some Western European countries adopted policies which integrated the economic and the military policies,and considered the need of military when they developed the economy.In this way,they could develop the economy as well as strengthen the military.Britain,France,and other mercantilist countries handled these policies initially,and as the result,they laid a good foundation for the development and embarked on the road of prosperity.This paper studies the mercantilist national economy policy and finds the implicit military purposes,explaining and demonstrating the integration of economic policy and military policy.
