“新农合”与商业医保竞合关系分析

该文分析了新农合与医疗保险二者竞争与合作的存在条件后，从被保险人的行为选择为出发点，在期望效用分析框架下，通过分析扩展的保险需求理论模型后发现：新农合与商业医保之间更多的体现为一种互补关系。在商业医疗保险的最优价格下，其购买量随新农合报销率的提高而增加，其决定因素表现为农民发生重大疾病的概率、农户的风险偏好和购买商业医疗保险后的净收益比较。该文同时从新农合筹资增长机制、商业医疗保险价格制定和保障力度的角度提出了发展商业医疗保险的对策建议。

An Analysis of the Competition and Cooperation between the Commercial Medical Insurance and the" New Rural Cooperation"

With an analysis of the existing conditions for the new rural cooperation and the medical insurance for their competition and cooperation, the present paper takes insured people＇s behavior as a starting point and conducts an analysis of the extended theoretical model under the framework of the expected utility. The study finds that between the new rural cooperation and the commercial medical insurance there is more evidence for a complementary relationship. With the best price of the commercial health insurance, more people buy it because with the new rural cooperation the refunding rate increases. The determinants are related to the probability of ma- jor diseases suffered by farmers, the farmers＂ risk preferences and the comparison of the benefits after they buy the commercial medical insurance. That apart, the present paper puts forward some countermeasures for the de- velopment of commercial medical insurance based on the fund - raising mechanism for the new rural cooperation, the setting of the price for the commercial medical insurance and its protection level.
