| 摘 要： | 由于"资源"和"环境"之间,对微观经济主体来说存在着本质的区别,因此"资源节约型"社会与"环境友好型"社会建设的调节机制是完全不同的.前者是一个资源利用的效率问题,市场机制在这方面的作用是最有效的,所以它是一个充分发挥市场机制作用的过程.后者的核心则是产品分配或社会公平问题,从而是一个制度选择和不断完善的过程.虽然经济发展过程自身具有一定的提高环境质量和分配公平程度的功能.但制度的推进和政府的努力也是达到目标的重要保证.
