针对冷战结束后世界各国的政党格局和政党体制发生的深刻变化，遭遇了从思想、组织、功能到运行格局的全方位危机，从而引发了“政党衰败”的情况，指出这是由于国民民主意识的增强、现代技术政治的广泛运用、非政府组织等新中介的挑战以及政党的自我变革所带来的结果；中国共产党应适应急剧变革的社会，不断地自我革新和发展，从而不断地提升执政能力和执政水平。
