| 摘 要： | 城市化进程也是一个对原有土地生态系统的改变过程 ,但对于市地和农地而言 ,城市化对它们的作用形式并不一样。城市化进程中土地生态系统恶化的原因可以从市场失灵与政府失灵两个角度进行研究 ,并可在此基础上从基于政府的产业政策与基于市场的经济激励两个方面提出解决问题的思路。

| Abstract: | The process of urbanization always involves land eco-system change, but it exerts impacts in different forms on farmland and urban land. The causes for land eco-system deterioration in the urbanization process can be perceived from perspectives of market failure and government failure. And the approaches to the problem solutions can be proposed on the basis of government policies and market economy incentives. |
