| 摘 要： | 程序民主与实质民主是有机统一的整体，实质民主是民主价值的理性追求，程序民主体现了民主的工具性诉求。各级政府要牢固树立程序意识，建立程序法规制度，完善立法和决策程序，健全监督程序，依照法定权限和程序行使权力，保障行政权力规范运行，推进法治政府建设。
