| 摘 要： | 海盗活动与社会环境与地理环境密切相关,既是人类社会的产物,也是自然环境的产物。汉代海盗的活动对沿海地区郡县统治秩序产生了较大冲击,也对汉代沿海地区的乡里社会造成了严重的破坏。为此,汉代(主要是东汉)各级政府针对海盗侵袭采取了一系列社会治安措施。汉代各级政府针对海盗所进行的社会治安尚不完全属于打黑除恶范畴,就总体而言,仍然属于阶级斗争的一种表现形式,是汉代特殊的一段社会治安史。
