价格听证会中的公众参与制度研究——以郑州市供暖价格听证会为例

价格听证会中公众参与制度是保证社会公平与正义的基础条件。以郑州市供暖价格听证会为例，从公众参与的视角出发，透视中国目前价格听证会中公众参与制度存在的问题并提出改进的对策。专家理性和公共性的缺失、利益组织化的缺失、双方信息不对称与听证信息不公开等是目前存在的主要问题。注重完善听证会参加人的遴选程序、提升利益相关者的组织化程度、加强信息的对称和公开、引入公众参与激励机制等是价格听证会中公众参与制度完善的必由之路。

Research on Public Participation Institution in Price Hearing ---With the Example of Heating Price Hearing in Zhengzhou

With the example of heating price hearing in Zhengzhou, this paper analyzes the questions at present in China in the public participation institution and proposes some advices. To counter the questions of the lack of publicity, expert rationality, message balance and message publicity, a series of measures should be taken, such as perfecting the choosing procedure of hearing representatives, promoting the organized level of the public involved, increasing the balance and publicity of messages, introducing the urging mechanism and realizing the standardization and lawfulness of the hearing procedure.
