我国政府采购支出对私人投资影响的实证研究

利用时间序列数据与面板数据研究了政府采购总支出与分项支出对我国经济总体及不同经济发展程度省份私人投资的影响。结果显示我国政府采购总支出、商品类与工程类采购支出对私人投资具有挤入效应，服务类采购支出对私人投资具有挤出效应；政府采购总支出和分项支出对私人投资的影响在经济发达和经济落后地区较为显著，在经济中等地区却不显著。由此提出，我国在内需不足、投资锐减时应适当考虑扩大政府采购规模，增加政府采购支出；优化政府采购支出结构，适当压缩服务类政府采购支出规模；应尽快完善符合市场经济条件下的地区差异调控政策体系，为政府采购支出的优化配置提供一个完善的制度平台。

Research on the Effect of Government Procurement Expenditure on Private Investment in China

This paper deals with the impacts of the total expenditure and sub - expenditure in the government procurement on the private investments in China and the effects on the different provinces with different economic levels on the private investments by using time - series data and panel data. The results show that the total expenditure, the commodity expenditure and the project expenditure of govermment procurement have crowding - in effects on private investments, and the service expenditure of government procurement has crowding - out effects on private investments. The effects of the total expenditure and sub - expenditure of government procurement on private investments are very notable in the economically developed and economically backward areas, which are not notable in the medium economic areas. This paper proposes that China should consider expanding the scale of government procurement and increasing the expenditure of government procurement appropriately when China has insufficient domestic demand and sharp dropping investments. The governments should also optimize the structure of expenditure of government procurement and compress the scale of the service expenditure of government procurement appropriately. Finally, the governments should perfect regional differences controlling system in line with the market economy, providing a sound system platform for optimizing the expenditure of government procurement.
