论政府环境治理的无效与对策

环境恶化不仅是中国未来可持续发展面临的严峻问题，而且已成为现实生活中吞噬中国经济成果的恶魔。环境治理作为公益物品，被理所当然地认为主要是政府的任务。但是，公益物品的特殊性使政府也难以保证环境治理就可以绝对成功，因为政府存在办事效率低下、政府规模膨胀、公正性并非必然、政府决策失误、寻租行为等问题。由此提出在环境治理中应建立以市场调节为基础的，市场调节与政府干预相结合的有效机制。

Therefore, the effective mechanism for the environmental construction should take the market regulation as the base and meanwhile stick to the combination of market regulation and governmental interference.
