| 摘 要： | 社会保障行政机关对社会保障制度和社会保障权的实现负有最重要、最直接和不可或缺的义务，但社会保障极其复杂和微妙，社会保障行为必将遇到诸多难题。而在这其中，社会保障受益人的确认问题、社会保障行政程序问题、社会保障行政模式问题是各国社会保障行政中遇到的较为普遍的问题。认真解剖分析这些问题，对于解决它们具有重要意义。
