摘    要:当前企业之间竞争的核心是科技竞争,而科技竞争的核心在人才.企业如何能吸引和留住人才,充分发挥人才的积极性和创造性,确保企业的人才安全,这是一个非常紧迫的现实问题.企业只有认真分析人才流失的原因,认识人才流失对企业发展的影响,才能重视优化创业环境,吸引和留住人才,发挥人才的最大效用,构筑起安全可靠的人才保障体系.

Abstract:At present,the focus of competition between enterprises is science and technology,and whose focus is talents. How to attract and retain the talents and how to give free vein to talents and ensure the talents not to go away are pressing practical problems. The enterprises must seriously analyze the reasons of talents' leaving and know passive impacts of talents' leaving on their developments so as to emphsize on optimizing circumstances for starting an undertaking,attracting and retaining talents,exerting their most effects and then constructing the safe and reliant safeguarding system of talents.
