新型社会救助:宁波的实践与思考

基于“十二五”以来宁波各县（市）区公共财政和非政府（慈善）组织在构建新型社会救助体系建设工作的实践，结合当前社会救助工作所面临的新形势、新任务，认为:在新的发展环境下，政府应顺应趋势、完善职责、健全法规、充盈财力，实现兜底保障；社会救助工作需要运用新技术，适应新形势，构筑新机制，实现专业化、组织化、科学化和精准化服务。

The New Type of Social Assistance as Exemplified by Ningbo

Based on the experiences of the new social assistance of the public financial and non-financial sectors of Ningbo Municipality in the Twelfth Five Year period, the paper holds that the government should give a broad view of the current tendency, improve the system of responsibility and related rules and enhance the finance to give a guarantee in consideration of the new situation and new tasks. The social assistance requires new technology and new mechanism to do a professional, scientific and accurate service.
