侧重“先富”到侧重“共富”的历史拐点——中共十七大的民生意义管窥

国民收入的分配不公以及贫富差距过大主要是由初次分配造成的。党的十七大报告首次提出“初次分配和再分配都要处理好效率和公平的问题，再分配要更加注重公平”，对此前实行的“初次分配注重效率，再分配注重公平”的分配理念进行了调整，意味着我国收入分配理念将实现由侧重“先富”到侧重“共富”的历史性转变。这一转变是保证国民收入分配公平的关键，是当前我国经济社会发展的必然要求，同时也有利于对“先富”与“共富”以及公平与效率辩证关系的把握。

The unfair distribution of national income and big wealth gap mainly result from initial distribution.The report of the 17th CPC National Congress proposed for the first time that "it is necessary to handle properly the issues of efficiency and equity in initial distribution and redistribution,and pay more attention to the fairness of redistribution." The former distribution idea that the "initial distribution focuses on efficiency,redistribution fairness" has been modified in the report,which implies that China's income distribution concept will undergo a historic shift from "getting rich first" to "common prosperity".This change is the key to ensure fair distribution of national income,the inevitable demand of China's economic and social development at present,and it is also conducive to understand the dialectical relationship between "getting rich first" and "common prosperity",and fairness and efficiency.
