村容整洁合力建设机制的形成逻辑与运作——基于石江镇江潭村的调查

村容建设中行政村和乡镇政府在建设意识上有共性和分歧；在建设能力上有优势和缺陷，是营建“行政村-基层政府”村容合力建设机制的客观逻辑。合力建设机制产生凝结力的措施有统一建设思想、整合行政村和基层政府的建设能力、建立项目合作与任务分解的工作机制、寻求外援、合理分配建设共同体的群体角色；保障行政村和基层政府良性互动和密切合作的措施有群体沟通、群体决策、群体规范、强化角色意识、建立安全阀制度。利用合力建设机制开展村容建设工作，要正确认识合力建设机制、充分尊重村民主体地位、明确利用目的、注重适应性利用。
