| 摘 要： | 依据城市经济学的原理,剖析了我国城镇建设用地潜力的形成机制,认为城市边界的过度扩张和城市内部住宅密度提升是潜力的两大来源,并据此对潜力的内涵进行了界定,将其划分为过度扩张潜力和再开发利用潜力两种类型。挖掘城镇建设用地潜力的关键在于改革土地征用制度、完善土地一级市场和在旧城改造中建立合理的收益分配制度。

| Abstract: | Based on the theory of urban economics,this paper analyzed the driving mechanism and connotation of urban construction land potential.Because it comes from the excessive suburban sprawl and the improvement of residential density,the potential was classified into excessive exploited potential and renewal potential.To realize the urban construction land potential,we must reform the land requisition,perfect the primary market of urban land,and establish reasonable distribution of land appreciation in urban renewal. |
