全球化视角下的国际安全和中国外交

对冷战结束后国际安全和中国外交的审视不能离开全球化的总背景。由近代开始的全球化进程，由于信息化、市场化和全球问题而在冷战后加速发展。全球化使国际安全的内容和表现、国际冲突的起因和解决、主权国家和非国家角色的地位和作用等发生显著的变化，国际安全的重心由东西关系向南北关系转移。作为谋求实现现代化并积极融入国际社会的最大的发展中国家和社会主义国家，中国面临全球化、现代化和民主化等多重挑战，“全面外交”是我们的基本选择。

International Security and China's Diplomacy from the Perspective of Globalization

Globalization should beregarded as the general background when we judge the international security and Chinesediplomacy in the post-cold war era. Beginning in the 15th century, globalization has beenaccelerated and strengthened under the power of information, market and global issues onone hand, and on the other hand it has brought great changes to the content and pattern ofinternational security , the causes and solution of international disputes, the status andfunction of state and non-state roles, and has transferred the focus of internationalsecurity from the West-East relationship to the North-South relationship. As the biggestdeveloping country and socialist country which is seeking modernization and integrationinto international community, China is under the multiple challenge of globalization,modernization and democratization. Comprehensive diplomacy is our basic rational choice.
