二轨外交与亚太合作:作用与问题

在亚太合作进程中,二轨外交可以提供讨论敏感性、复杂性问题的平台,为主权国家的政府以及各种政府间国际组织、国际会议的决策提供参考性意见和建议,增加相关国家的信任感,强化其合作意识,并确立起有效的互动模式,有助于各国知识精英、政治精英建立跨国社交网络,使外交参与者日益多样化,总体外交的内容更加丰富。此外,二轨与一轨的频繁互动还催生出了新的外交形式和国际机制。但亚太地区的二轨外交也存在行动滞后、各国发展不平衡以及部分国家的一轨与一轨的关系不够恰当等问题。

Track II Diplomacy and Asia-Pacific Cooperation: The Role and Problems

In the Asia-Pacific cooperation process,trackⅡdiplomacy can provide a platform for sovereign state governments and various intergovernmental organizations and international conferences to discuss these sensitive and complex issues,give recommendations of decision-making, increase the trust and strengthen the sense of cooperation between relevant nations,and set up the appropriate mode of interaction.It also helps the intellectual elite and political elite of concerned countries in this area to establish cross-border social networks,and make diplomatic participants more diversified,so that the essence of overall diplomacy can be much richer.Additionally,the interaction between TrackⅠand TrackⅡspawned a new form of diplomacy and international mechanisms. However,there are shortcomings in trackⅡdiplomacy in Asia Pacific,including the action lag, uneven development,and inappropriate relationship with trackⅠin some countries,etc.
