循环经济管理制度体系初探

科学的循环经济管理制度体系对发展循环经济至关重要。建立一个以法制机制、财税杠杆、投资信贷、价格手段为主体的四位一体的制度体系是发展循环经济的当务之急。其中,法律上,从立法、执法、司法等法制运行机制来构建;财税上,扩大税收范围,从资源的开采、消耗、消费和废弃物的产生、再利用环节着手;再配合投资信贷和价格手段,将组合成一个内在协调、井然有序的循环经济管理制度体系。

Primary Research on Administrtive System of Circular Economy

The scientific administrative system is very important to developing circular economy.Establishing an integrated system that consists of four kinds of sub-systems including the legal system mechanism,the lever of finance and taxation,the investment credit and the price method is an urgent matter.Among them,in terms of law,legal system of oporation mechanism such as legislation,law enforcement,judicature and so on should be constructed.In the facet of finance and taxation,revenue scope should be expanded,measures be taken to regulate resources exploitation and consumption,waste production and reuse and so on.Moreover,these measures should also coordinate with creditting investment and price method to synthesize to be a circular economy administrtive system which is intrinsic harmony and well-regulated.
