制约我国山区协调发展的原因分析及对策研究

山区的协调发展关系到国民经济发展的全局。人口数量过多与质量低下是山区协调发展中一切矛盾的根源,缺乏发展资金和有效的技术支持系统是自然资源利用粗放的重要原因,不合理的经济结构与非科学的发展规划对生态环境构成了巨大的压力,导致经济发展与生态系统的运行规律相背离。以科学的发展观为基础,建立协调发展的实施规划与技术体系,继续推进经济结构的合理调整并采取因地制宜的发展模式,是实现山区协调发展的必然途径。

The Causes of Restricting Coordinated Development of Mountainous Areas and Its Countermeasures

The coordinated development of mountainous areas is closely connected with the whole national economy. However, the over-population and low qualities of population remains the root restraining harmonious progress, and lack of funds and technical support still limits the extensive utilization of natural resources. In addition, irrational economic structure and non-scientific project for development form a great pressure upon environment, which makes economic development depart from ecosystem. This paper suggests that to realize the coordinated development of these areas we should take scientific view of development as the basis and establish an implementation plan and a technical system with harmonious development.
