| 摘 要： | 电子民主的消极效应主要是容易转化为不民主或专制、情绪化民主或无政府状态，其根源在于数字鸿沟和信息失真问题。克服数字鸿沟，需要政府加大投入，充分发挥政府和市场、公共部门和私营部门之问的互补作用，加强教育普及和技术实践以及相关制度建设；对于信息失真问题，需要从调整信息结构，提高信息质量，保障信息安全角度入手。

| Abstract: | The attitudes to electronic democracy fall into two sides: advocacy and opposition.The opposition lies in the negative effects,leading to autocracy and anarchism,which is rooted in digital divide and false information.Therefore,we should mobilize all parties,such as government's governance,private sector's functions,law and institutions,information structure's adjustments,to overcome the digital divide and improve information quality and security. |
