| 摘 要： | 社会发展的和谐状态一直是人类永恒追求的理想目标，古今中外的思想家们莫不以此为标准，提出了各种形式的和谐构想。但是，公共权力本身具有的特性，使得权力的腐败成为可能，而权力如果失去制约、监督。就会使腐败的可能性转变为现实。权力腐败成为影响和谐社会构建的重要因素之一。因此，必须以权力制约权力。用制度的力量规制权力的行为。

| Abstract: | The harmonious state of social development is a permanent goal of human beings.Thinkers at all times and in all countries have been proposing blueprints of harmonious society.But the specific commonality power makes the corruption possible.If power is not restricted or supervised,corruption will come into being.Power corruption is one of the factors that affect the construction of harmonious society.Power must be restricted with power and power behavior must be restricted by with system. |
