房价需要政府管制吗?——基于市场垄断和政府职能的考察

近年来的一个热门话题就是房价持续暴涨,然而对于房价暴涨的原因人们还存在很多误解,普遍认为房价是由市场决定的。其实房价并非市场决定。一方面,住房生产所需要素的特点——土地的有限性、差异性、非流动性——决定了住房市场是一个卖方垄断市场,这使得卖方有权涨价;另一方面,住房需求缺乏弹性,又使得卖方能够涨价。所以,房价决定具有垄断性。因此,对于卖方涨价牟利行为政府必须加强管制,这有利于效率、公平、稳定三者的增进,特别是能最大限度地控制贫富悬殊。

A hot topic of discussion in recent years is the sharp continuous rise of house price.There are many misunderstandings about this issue and a popular view is that market dominates the house price,which is actually not correct.The essential points of housing production decide that the housing market is a seller's market which gives the seller right to increase the price;and the lack of flexibility housing needs also makes it possible for the seller to increase the price.In this case,the government must strengthen administration so as to promote efficiency,fairness and stability,especially to maximumly limit the polarization of the rich and the poor.
