转型期农村人力资本流动中政府的作用--一种经济学角度的分析

农村人力资本流动是农村人力资本为谋取自身利润最大化的一种市场化投资行为。由于政府具有强制性、垄断性和规模经济的优势,因而不管在农村人力资本流动的有效需求上,还是有效供给上,政府都发挥着积极的促动作用。但由于转型期的体制性缺陷,也会出现较大的消极性这样的负作用,呈现二重相悖作用的特征。为了促进农村人力资本的流动,必须克服政府在这方面的消极作用,充分发挥其积极作用。

Probing into the Role of Government in the Floating of Rural Manpower From the Angle of Economics

The floating of rural manpower is a kind of market investment which can maximize the profit of rural man capital. Since the government has such advantages as being compelling, monopolizing, the government will play an active part in making demands and supplies of floating rural man capital. However, with some system defects in the transitional period, the government also has some negative effects going contrary to its active role. Therefore, to promote the floating of the rural man capital, the government should eliminate its negative effects and give full play to its active role.
