| 摘 要： | 针对科技的双刃性社会效用,首先分析了科学和技术的概念,然后探讨了科技活动的性质,指出了为克服科技的负面效用应采取的有效途径——健全科技成果应用的评价制度,加强科技立法,提高科技主体的责任,使科技能真正造福于人类。
