论资源型城市转型中的政府转型——以全国首批资源型城市转型试点城市大冶市为例

促进资源型城市转型，是一项重大的战略决策和复杂的系统工程。政府作为城市转型中的主导力量，是城市转型战略的谋划者、规划设计者、政策制定者、资源整合者和利益协调者；同时，政府转型是实现资源型城市转型的必然要求，要求政府重新定位为综合型政府、民生型政府、公共服务型政府、公民意识管理型政府和健康型政府。履行城市转型中的政府职能，应注意总揽而不是包揽全局、决策果断而不武断、注重政绩观但应是理性的政绩观。

Governmental transformation in the transformation of resource-based city: discussions with Daye City as an example

To promote the transformation of resource-based city is a complex, strategic, systematic project. Government, as the leading force in city transformation, is the strategic planner, scheme designer, policy maker, resource integrator, and interest coordinator. Governmental transformation is thus demanded by the transformation of resource-based city. It is proposed that the transformation of resource-based city calls for a healthy, comprehensive, people-oriented, service-oriented government who, with citizen consciousness, fulfills its proper function in city transformation, assumes overall responsibility yet refrains from taking care of everything, makes rational rather than arbitrary decisions, attends to achievements yet with a reasonable attitude.
