群体性事件与公民社会构建

基于公民社会理论对群体性事件进行分析，认为群体性事件频发的基本原因是中国正处于社会转型矛盾凸显期，但根本原因在于中国公民社会不健全，公民组织的匮乏，民众与政府对话平台的缺失；提出构建社会主义和谐社会，防范和治理群体性事件，必须建构中国的公民社会，培养公民政治参与的意识和素质，推进公民政治参与的制度建设，培育和壮大公民组织。
