| 摘 要： | 运输规制是政府对运输业实施的特殊管理方式,是运输业政府干预的重要途径。系统总结和论述了运输规制的理论动因,基于运输业特有经济属性的市场失灵成为最被接受的观点。然后以美国为例分析了运输规制的实践及其改革趋势。

| Abstract: | Transport regulation is the important form of government inference on transport industry.This paper summerized the motivations of transport regulation and pointed out that market failure based on the special economic characters of transport industry had become the most acceptable view.Later,the example of US was used to study the practice and reform tendency of transport regulation. |
