全球化与小农：中国面临的现实

全球化既是工业化的必然结果,又促进工业化的发展和扩散。经济发展必然导致农业在国民经济中的比重持续下降,同时带来转变就业结构的必要性。工业化和全球化加快了这一过程,因而给农民尤其是人口密集的发展中国家的小农增加了更多的压力。为了适应工业化和全球化造成的环境变化,有必要改变公共政策和公共投资的重点,将创造就业、提高劳动力流动性、帮助农民实现劳动力转移作为今后政策调整的主要方向。

Globalization and small farm holders: the Chinese case

Globalization is the outcome of industrialization, and it accelerates and diffuses industrialization. Economic growth inevitably leads to the decline of agriculture in the whole national economy, and the need to transform employment structure. Industrialization and globalization speed this process, and put heavier pressure on farmers especially those living in densely populated developing countries. It is necessary to shift policy and public investment and expenditures towards creation of employment, improving labor mobility, and helping farmers find and capture non-farm jobs, in order to adapt to the changing environment brought by industrialization and globalization.
