论社会保障实施的社区机制

伴随着“去单位化”和“小政府、大社会”等社会结构的变迁以及社会保障模式的转变,社会保障实施机制发生了变化,出现了社会保障实施的社区机制。所谓社会保障实施的社区机制,就是让社区承担部分社会保障实施的责任,其中最主要的内容是负责对社会保障对象的管理与服务。社会保障实施的社区机制具有非单位化、政府主导、社会化、专业化等特征。在建立和完善社会保障实施社区机制的过程中,需要解决一系列的问题。
