学术期刊评价与学术评价散论

学术期刊的评价有政治标准、业务标准、编辑标准和出版标准四个大项,学术评价（学术论文评鉴）有观点新、方法新和资料新三个要求,两者之间是互相涵盖的。但学术界普遍存在的＂以刊取文＂现象具有逻辑上的错误,使期刊评价、学术评价的功能发生了异化。如何使两者有机结合,得出科学合理的评价结论,是当前学术界和学术期刊界都应当加倍重视的问题。当前,在学术风气、学术规范还存在诸多问题的背景下,学术评价和学术期刊评价工作只有走出功利的误区,才有可能回归其本源功能。

Evaluation of Academic Journals and Academic Evaluation

The evaluation of academic journals has political criterion, vocational criterion, editing criterion and publication criterion. Academic evaluation has three requirements： new viewpoints, new methods and new data. The two cover each other. In the academe, the common phenomenon of judging an article by the journal publishing it is logically wrong. It dissimilates the functions of journal evaluation and academic evaluation. How to integrate them organically and getting scientific and rational evaluation conclusions are the issues that the academe and academic journals should attach great importance to. At present, there are some problems in academic atmosphere and academic criteria. Only when academic evaluation and the evaluation of academic journals go out of the mistaken area, can their original functions return.
