| Abstract: | Human capital theories point out that human capital has played an important role in promoting economic growth. In contrasting with the whole country,the three provinces of Northeast are agricultural provinces. Thus,the promotion of the quality of the rural labor is very important to economic growth of the northeast three provinces. The article did the empirical research on that topic. |
