| 摘 要： | 无论从权威机关确认的变迁形式,还是从程序、内容和名称来分析,1975年、1978年和1982年三次大的宪法变迁,其性质都是修改宪法,而不是制定新的宪法。本文旨在回顾新中国宪法的制定及修改过程,以期完善我国宪政制度。

| Abstract: | Whether analyzing from changing forms confirmed by the authorities,or from the procedure,content and name,the three major constitutional changes in 1975,1978,1982 were amendment of the constitution,rather than development of new constitution.The article reviews the constitution formulation and amendments process in new China,in order to improve our constitutional system. |
