中国低碳渔业发展路径与阶段划分研究

摘    要:农业是全球温室气体排放的第二大重要来源,而渔业碳排放量在我国农业碳排放量中占有较大比重,因此,发展低碳渔业是我国农业实现低碳经济转型的重要途径之一。本文从渔业碳汇功能和低碳技术应用两方面提出低碳渔业的定义,分析了我国发展低碳渔业的三种可行路径及其特点,具体包括水域生物的直接碳汇、海洋食物链的间接增汇和低碳技术对渔业产业的改造,并在对我国低碳渔业发展阶段划分的基础上,描述了三种路径在低碳渔业不同发展阶段的功能。最后认为当前我国低碳渔业研究工作应主要着力于水域生物直接碳汇、间接碳汇核算和制定低碳渔业发展战略三个方面。

Abstract:Agriculture is the second important greenhouse gas source,and fishery plays an important role in the agriculture output,so low carbon fishery is considered as an important means to develop low-carbon economy.This article gave a theoretical definition of low carbon fishery from the aspects of fishery carbon sink and low carbon technology,and analyzed the characteristics of the three pathways to develop low carbon fishery,which were direct sink of water biological carbon,indirect sink of the marine food chain and low-carbon technologies.Then it described the function of the three pathways in the four stages.Finally,the low carbon fishery research should be primarily focused on accounting the water biological carbon sinks and making fisheries development strategies.
