资源型城市培育新经济增长点的国际经验及启示

20世纪中期，美国匹茨堡、德国鲁尔区和法国洛林等国外资源型城市就开始重视解决选择和培育新经济增长点这一重要问题，并取得了成功。国外资源型城市在选择和培育新经济增长点中所采取的对策和所积累的经验．对我国资源型城市选择和培育新经济增长点具有重要的启示：一是切实发挥政府在资源型城市选择和培育新经济增长点中的主导作用；二是重视改造传统产业；三是重视选择和培育接续产业；四是大力推进产学研结合，为选择和培育新经济增长点提供人才技术支持。

International Experience of New Economic Growth Point Cultivated by Resource-based Cities and Its Enlightenment

As early as the mid-20th century,Pittsburgh of America,Ruhr of German and Lorraine of France and other foreign resource-based cities began to focus on the important issue——selecting and cultivating a new economic growth point,and made success.Foreign resource-based cities’ strategies and experience give the following enlightenment to China: first,the government should play a leading role in selecting and cultivating a new economic growth point of resource-based cities;second,attention should be paid to the transformation of traditional industries;third,importance should be attached to the selecting and cultivating of successive industries;fourth,we need to promote the combination of industry,learning and research vigorously to provide personnel and technical support for the selection and cultivation of the new growth point.
