推进新农村经济社会和谐发展的思考

中国共产党第十七届中央委员会第三次全体会议研究了新形势下推进农村改革发展的若干重大问题,全会指出“农业、农村、农民问题关系党和国家事业发展全局”；中共十七大报告指出“解决好农业、农村、农民问题,事关全面建设小康社会大局”。对此，该文通过调查,从目前我国农村较普遍存在问题出发,提出了针对性解决的对策建议如下：加大农业投入，增强农业的抗灾能力;完善农村土地管理制度,明确耕地的公平原则高于效率原则;创新县乡政府的管理模式,推行乡镇民主政治建设;稳定农民工队伍，应是我们努力的方向;城乡统筹,共同发展。
