基于人力资源强国建设的水库移民安置研究

科教兴国、建设人力资源强国是我党建设和谐社会,促进经济发展,振兴中华民族并提升其国际地位的根本举措和最终目标。水库移民是因水利水电工程建设征地和水库淹没影响所造成的非自愿移民,是农村人力资源中的特殊群体,是人力资源强国建设中的重要主体部分。为此,从人力资源开发和建设人力资源强国视角研究水库移民开发性安置的历史必然性,并探讨水库移民开发性安置的的基本途径和具体对策建议,旨在创新水库移民安置新模式,促进水库移民"搬得出、稳得住、逐步能致富",推进和谐社会和新农村建设。

Research on the Resettlement of Reservoir Migrants Based on the Notion of Human Resources Strengthening our Country

Prospering our country through science and education and constructing human resources is the fundamental measures and the ultimate goals of our party building a harmonious society,promoting economic development,rejuvenating Chinese nation and enhancing its international position.Reservoir migrants are involuntary migration caused by the impact of water conservancy and hydropower project construction and reservoir submerged land.They are the special groups of human resources in the rural areas and the main body of human resources in the construction of a powerful country.This paper discusses the historical inevitability of developmental resettlement of reservoir migrants from the perspective of human resources development and human resources constructing a powerful country.It explores the basic means and concrete measures of developmental reservoir migrant resettlement.It aims at innovating the model of the resettlement of reservoir migrants,and ensuring reservoir migrants "willing to move,willing to settle down,able to gradually become rich" and consequently promoting the construction of a harmonious society and new rural areas.
